Kocharyan's case in Constitutional Court
the math isn't there
Today CC is supposed to decide whether Kocharyan can be charged and sent to prison for violating Law 300.1 in February-March of 2008.
Recently 3 CC judges were fired. Another 2 are on vacation. That leaves 4 active judges, while 5 are needed to hold Kocharyan's session.
you shall not pass
March 1st victims, who joined the prosecutors' lawsuit against Kocharyan, want even more CC judges to be excluded from the hearing.
They want the demoted CC president Hrayr Tovmasyan to recuse himself because he is the Godfather of Kocharyan's lawyer and has close ties with him (this lawyer traveled to CC frequently to meet judge Tovmasyan, causing outrage and speculations among govt members).
Also Hrayr Tovmasyan is too friendly with co-defendant Yuri's lawyer, say March 1st victims.
CC won't hold a hearing at all
Only 4 judges showed up today. No session was held. It could be resumed once two judges return from vacation.
Meanwhile, Kocharyan trial continues in the Lower Court
While CC discusses whether Law 300.1 applies to Kocharyan, his actual trial continues in Lower Court.
Last week it was delayed because defendants insisted courtroom tables to be moved further apart to keep social distancing.
Before that, it was delayed because a co-defendant's lawyer didn't show up.
Before that, it was delayed for other reasons.
Prosecutors got fed up with delays and asked the judge to punish defendants and to skip directly to the final stage where the prosecutors bring witnesses and other hard evidence about March 1st.
The defense argued against moving to the evidence stage.
The judge sided with the defense and won't expedite the process.

Prosecutors bust Գրքի աշխարհ fraud involving ex-officials
Prosecutors and SOC auditors say: in 2012, in honor of the 500th anniversary of Armenian typography, Yerevan Mayor and govt decided to build a "Book World" and renovate a nearby school on Yeznik Koghbatsi Street.
They didn't want to pay $207k in cash to the construction Company, so they agreed to give a piece of land worth $207k.
The contract required the Company to finish the work in 2.5 years. The Culture Ministry was tasked with auditing the construction.
The Company never built that sh*t, while the Ministry failed to do their auditing duties.
Meanwhile, the Company sold the land for a higher price. Today it's valued 2x at $403k.
Moreover, the Company skimmed the taxpayer by purchasing cheaper/fewer school materials for musician kids.
The Ministry closed the eye on it.
A felony case is launched. https://factor.am/266740.html
Katnaghbyur school director and deputy director are charged...
with embezzling taxpayer funds by registering the director's daughter as a fake worker and paying salaries between 2015-2018.
+349 infected. +605 healed. +12 deaths.
125,088 tested. 11,711 active. 16,907 healed. 503 deaths.
Gyumri nursing home...
1/3rd of the elderly and 1/6th of nurses tested positive with COVID.
A 90yo patient passed away. Another 36 were hospitalized.
The staff is baffled as to how COVID got inside. "We were getting tested before entering the shift."
"Fake news" about Italian postal service
A Facebook user wrote that she tried to send a parcel from Italy to Armenia but it was rejected "because of COVID in Armenia".
Several outlets circulated the info without verifying.
FIP fact-checker found that the Italian post office hasn't blacklisted Armenia.
Daily COVID tests could soon double
Healthcare Minister Torosyan: This month we'll increase the daily tests to 3k in govt facilities, plus 1k in private. When we first began, there were only 300 daily tests, and that was considered a lot.
We're able to expand testing by training new experts and getting tools. It's a difficult task.
Last year we were doing 2k similar tests per month. Now daily 2k is considered average.
Healthcare Minister briefing:
We don't have double-infections so far, but you shouldn't assume you won't get infected again. Scientists still aren't sure.
It costs ~~$1,000 to treat and discharge a COVID patient from ICU.
We'll have a batch of Remdesivir drug in 10 days. Japanese Favipiravir has arrived and will be used soon. We're negotiating to get Russian Avifavir.
Vaccines are the only thing that can let us safely return to our previous lives. We're negotiating to get some when they're ready.
(someone earlier claimed Moderna's upcoming vaccines are dangerous) Vaccines are safe. Don't listen to certain insane circles that try to play on emotions to advance their anti-vaccine campaign.

A British animal rescue organization agreed to take them but the owner changed his mind at the last minute.
The bears were saved from drowning in a river before being caged. They're fed with restaurant food remnants, which has led to improper diet and stress. Animal groups are still negotiating.
Nature Ministry found out why storks get "dirty"
Recently 60% of storks in one region were found to be submerged in dangerous dirty pollutants.
Nature Ministry tracked their flight path and learned that the storks fly down to get food in certain areas, which happen to be fish breeding facilities.
Some of these facilities are believed to be the sources of "dirt". Nature inspectors will be dispatched.
Sources believe storks will go stonks once the problem solves.
