Men who live overseas and haven't completed military service will need to contact the Armenian police first, before voluntarily returning to Armenia. Otherwise, the country where the person lives might place them under arrest in the airport or at the border and hand over to the Armenian police . To avoid this, contact the local Armenian consulate and the Armenian police with a petition that you want to return voluntarily and join the military, so you will avoid issues in the airport of the country from where you're trying to fly to Armenia (yes, it's not just Armenian airports that might arrest you) http://www.armtimes.com/hy/article/141411
