Azerbaijani government's strategy to sacrifice ethnic minorities as disposable pawns
Yesterday, the Armenian army reported that the majority of dead Azeri bodies they identified were of ethnic minority origin. We learned that there were internal clashes between ethnic minorities (Lezgin, Talysh) and the Azerbaijani government forces in various places. The minorities complained about the army draft which disproportionately deploys minorities in the front lines.
While Ilham Aliyev has been claiming the minorities are treated well in Azerbaijan by bringing the Jewish community as an example (which is relatively a small group that doesn't pose any threat and enjoys the good treatment partly due to the Israel-Azerbaijan economic partnership"), the reality couldn't be further from the truth.
Ethnic Talysh activists are routinely arrested or forced to leave the country. Many had fled to Russia and even Armenia. Minority-run media outlets are shut. They've been complaining about extortions by representatives of authorities who usually impose harsher terms if the victim is a minority.
Here are two recent complaints about a mistreatment:

This article reports that Talysh minorities complain about disproportional military deployment in front lines: "По их информации, непропорционально много их соплеменников отправляется властями АР в зону военных действий". It also states: if the conflict isn't stopped soon, it could worsen the socio-economic situation in Azerbaijan and result in ethnic conflicts.
A Twitter user posted a [unverified] screenshot sent from a friend who was drafted. The soldier said they are mostly Lezgins in front lines: https://twitter.com/janavur4/status/1311266148378464256?s=20
Another user claims that the Azerbaijani authorities went straight to people's homes in a village in the north-east region [minority area] and took 300 people.
Political expert: There was some panic in Azerbaijan's Shamkhor and Ghazakh regions relating to minorities. In an ethnic Talysh town of Bilasuvar, the police dispersed the participants of a funeral who shouted the Shia phrase "Ya, Hussein".

BBC Syria reporter has learned from Karabakh: "At least 8 KIA and 2 MIA among Syrian fighters in Karabakh on October 1st. Multiple attempts to save the injured failed as they came under artillery and mortar fire.
According to one of our contacts, a unit of Syrian SNA Fighters has been killed. He's on a family WhatsApp group of one of the dead fighters. A message was sent to explain the case of the officer missing in action. The message read: "One of the fighters was martyred during the assault. The major, and 2 other fighters, went to retrieve his body. On their way back, a shell exploded next to them. The major was injured and a rescue team went to get him.
While on their way to the rescue, a mortar round exploded right in their midst. All 8 of them were killed. Another group went in after them but I've no idea what happened next. It's mayhem here. We're being kept in the dark.
Was the last group successful? Did they die as well? Did they save the major? No one knows. Azerbaijan is vast. There 50kms between hospitals. We went to the nearest 2 military hospitals. We looked everywhere from before sundown till after. Nothing.
The Azerbaijani army stopped us. There were many difficulties along the way, trying to find the Major. We failed. Please inform his family of those details. He may not have been martyred at all.
Syrian Observatory for Human Rights: "Nagorno-Karabakh battles | Nearly 30 Turkish-backed Syrian mercenaries killed in 48 hours, over 60 others missing"
Reliable sources have informed us that the Turkish government has thrown Syrian mercenaries into the ongoing battles in Karabakh. After having been told that their task was to “guard the oil fields and borders” in Azerbaijan, they have been noticeably involved in the battles in the past 2 days.
We have documented a spike in the number of fatalities among the Turkish-backed Syrian mercenaries in Azerbaijan [see the headline for #].

Russian journalist Ilya Varlamov tells the history of Karabakh conflict: in ancient times it was part of Greater Armenia before becoming disputed. Historians also write that it was on the border between Armenia and Caucasian Albania (not Albania), whose population was consisted of ancient Caucasus people who are more similar to modern Georgians. Armenians were the majority.
Today, Azeri historians think their ancestors are not only the Turks but also the Caucasian Albanians. Turks came in the 11th century and dominated in 13th. Around this time, many Armenian rulers of Karabakh fell under the Turkic rule. As Christians, they were paying higher taxes.
Russian Empire came in the 19th century and the conflict was frozen. Russia favored Armenia due to the same religion.
Then the 1915 Armenian Genocide happened and many Armenians fled from Turkey to Karabakh, where they had to face the Karabakhi Turks again.
After Russia exited WW1, Turkey attacked Armenia and met fierce resistance. During the Russian revolution, there was an Armenian-Azeri war. It ended when Bolsheviks came into power in both countries. Bolsheviks began drawing maps and decided to join Soviet-Karabakh, 94% of which were Armenians, to Azerbaijan while giving it some "autonomy". 94% of Soviet-Karabakh were
The territorial conflict persisted during USSR but clashes were avoided. It resumed in the 80s. Millions of Armenians marched for the reunification of Karabakh. Karabahki Armenians supported it.
Soon it turned into clashes and ethnic cleansing was done in both states. People migrated. Soviet uncertainty made it worse.
After Azeri nationalists committed the massacres of Armenians in Baku, the USSR introduced troops in Baku.
USSR and Azeri forces were disarming Armenians of Karabakh and deporting them to Armenia. Then Moscow's intervention ended in Aug-21-1991 because USSR fell. The Karabakh conflict resumed.

Days after arriving, the untrained Syrians were forced to fight on the front lines as the fighting broke out between Armenian and Azerbaijani forces over the disputed region.

00:08 am: Azerbaijan operated 4 drones in the Armenian territory at midnight. 1 above Abovyan (not far from capital Yerevan), and 3 above the Gegharquniq province (where the big lake is). All 4 were found and destroyed. That brought the total number of Azeri drones shot in one day to 7 (the rest was over Artsakh air).

9:46: the wounded French Le Monde journalist has been transported to Yerevan. The surgeons in Stepanakert saved his life yesterday.
10:12: Armenian govt will require a special permit for Armenians to enter Artsakh in order to keep the vital roads free for essential movement.
10:47: army released the names of 54 more soldiers who died during the battles, bringing the total verified/identified to 154. The wounded are being verified. (the numbers arrive with a delay)
10:58 Artsakh army: the battles continue in all directions. We repelled all their attacks.
During the past day, Azerbaijan has lost 39 armored vehicles, 17 drones, 4 Su-25 jets, 3 Mi-24 helicopters, approximately 830 soldiers, and an artillery division.
12:21 Artsakh army: one of the dead Azeri soldiers was carrying an Israeli-made Tadiran radio communication unit. Data extraction revealed that the group was commanded mostly in Arabic.

13:28: Russian famous rock musician Yulia Chicherina went to Artsakh. Russian reporter WarGonzo says she was online until the area was bombed by Azeri drones; now they can't get in touch with her. Her representative was also unable to reach her.

According to "Caucasus Live" map, the aforementioned Armenian photo was taken near Karakhanbeyli [abandoned] village, which Azerbaijan claimed to have captured yesterday. Azerbaijan provided no proof of capturing it. The lesson is, whenever there is a land capture claim, wait for more information before drawing conclusions.
between 13:53 and 23:00: Azerbaijan targeted capital Stepanakert's civilian infrastructure several times. Significant damage was done to the emergency department building and vehicles. 10 wounded; their lives aren't at risk. At least one death. The military hospital sustained some damage. 21:00 army: the opponent continues to change tactics but we repelled all attacks, big and small. In the past 24 hours, Azerbaijan has lost 540 soldiers, 700 wounded, 45 armored vehicles. We shot 6 planes while most of them were not in the air (airport?). 3 helicopters, 6 UAVs. We mostly defended, with other types of strategies in some locations.

21:55: Artsakh president signs a decree to reward soldiers who did exceptionally well. 12 soldiers received the Order of the Combat Cross.
22:11 Artsakh govt: we have no difficulties with distributing pensions and salaries. The utilities won't be shut for those who can't pay the bills.

Russian "Time will tell" debate-show on a state-run TV has invited guests. Here are some bits.
RUS host: Aliyev went to a hospital to meet the wounded. At some point, the number of wounded can become a political issue. But the words he used there don't suggest that it'll end in 2 weeks [as suggested by a guest].
Aliyev: Armenian forces must completely and immediately leave Karabakh. Then we'll cease the fire.
RUS host: by making these maximalist demands, which obviously won't be met, does he hope to continue the war for longer?
AZE guest: Azerbaijan is fighting to enforce the international community's position that Armenians should withdraw.
RUS host: nope, that's not what the international community's position is. Right now the international community wants an immediate ceasefire. European Council General Secretary said: both sides should stop military actions immediately and follow through the ECHR demands.

When Azerbaijan cites UN Resolution about returning its territories, Azerbaijan ignores the Resolution's segment that says "the lands can only be returned peacefully". Azerbaijan is violating UN resolution through the use of force. This gives the legal right for a 3rd party organizations to take action against both.
RUS host: but who is the 3rd party organization?
RUS guest: Minsk Group has Russia, France, and the USA. The USA is silent. France is just now doing something rhetorical stuff. Only Russia is saying let's "try".

Greek MP Stelios Kympouropoulos of the European Parliament is leading a campaign with 24 colleagues to ask the Euro Parliament whether it intends to sanction Azerbaijan, and what steps will the Parliament take to pressure Aliyev.
The U.S. state of Michigan has officially recognized Artsakh as an independent republic, becoming the 8th state to do so.
The Senator who drafted the bill: Artsakh's history is similar to that of ours. Freedom, self-determination, democracy, and peace.
U.S. Rep. Adam Schiff and 49 other House members have asked State Department to demand for Turkey and Azerbaijan to end hostilities in Armenia and Artsakh, amid reports of Turkish intervention and jihadists.
Key Senate and House leaders, joined by 60 members of Congress, demand sanctions against Turkey and an immediate cut-off of military aid to Azerbaijan.
Chilean Chamber of Deputies has passed a resolution condemning "Azerbaijan's aggression against Karabakh which resulted in deaths of hundreds of civilians and soldiers."
The Minister of Internal Affairs of Ukraine rejected the reports about Ukraine expressing willingness to aid Azerbaijan in the conflict, and suggested for those who circulated that report to "take their pills". A Ukrainian MP later said a media outlet purposely twisted her words for headlines.
Ukraine president Zelensky later confirmed that they won't supply arms to either side.
Emmanuel Macron says they have identified 300 of the mercenaries that Turkey shipped to Azerbaijan, and they are all jihadists from the Aleppo area.
Macron will speak with Erdogan "to demand answers" about the verified reports about the Syrian mercenaries. He urged all NATO members to behave like one.
Russian military expert Mikhail Khodarenko: in these five days, the Azeri army has failed to achieve the task that they had for the first day. In comparison, Israel managed to bring to its knee a much larger Arab coalition in 6 days. I think Azerbaijan didn't even come close.
Ilham Aliyev has lost the "golden period" and has no major successes. His arsenal is depleting and will weaken in 3 days. If you couldn't achieve the task in the first few days, you can't achieve it with a depleted arsenal even within several weeks.

Armenia published $700m eurobonds (borrowed cash) in 2013 with a repurchasing deadline of 2020. In 2019, amid improving economy, democracy, and international indexes indicating better conditions, the govt was able to borrow for a much smaller interest rate.
The 2013 eurobonds have been fully repurchased. $200m in 2015, $402m in 2019, and the rest of $98m (plus fees) in 2020.
