Developing: 3 Azeri soldiers dead and 4 wounded during unsuccessful invasion / Tanks & Mortars
This afternoon a group of Azeri soldiers in a UAZ car tried to cross the Armenian border. Armenians "warned" them, after which the Azeris abandoned the vehicle and returned.
An hour later they fired from mortars and made another attempt to invade the Armenian position but received fire and had to retreat after sustaining casualties. No losses on the Armenian side.
The incident occurred in Tavush, in the north-eastern Armenia-Azerbaijan border. Azeri govt says 3 died and 4 were wounded.
Their claim about Armenians allegedly sustaining casualties was denied by the Armenian army.
Armenian Defense Ministry: by judging from my earlier post and subsequent angry comments by the Azeri users, it's fair to say that our soldiers hurt them very skillfully. Our soldiers, in good faith, fired warning shots and allowed the enemy to flee during the first invasion attempt.
The army released the photo of the neutralized vehicle. Two of the killed ones were contractors. The third one died in a hospital. https://www.armtimes.com/hy/article/192420
Hours later the Azeri army resumed the mortar shelling, but this time also firing from tanks. "The Azeri leadership will bear the full consequences of this escalation," warned Armenia.

What caused the recent widespread telecom outage in Armenia?
For several days the residents of Armenia couldn't connect to internet or cell towers. Several large ISPs were affected, including UCOM, which claims a new device will prevent similar outages in the future.
An interview with UCOM:
Q: what's the progress on repairs. Will the costumers be compensated?
A: we'll fix the problem soon and as stated per agreement there will be some compensation.
Q: how will you fix it?
A: two stages. We've already fixed the immediate issue. We need to implement some tech to prevent future problems. It's a matter of several days.
Q: does the firing of UCOM founder have anything to do with this? Some experts left with him.
A: No. We hired new workers to replace those who left. The outage was purely technical.
Q: are the services restored?
A: for the most part. We're addressing the fluctuations.
Tech expert Samvel Martirosyan: we need to treat telecom as critically important infrastructure and prevent such problems. UCOM's outage resulted in MTS ISP network being overloaded, which in turn caused outages.
This wasn't the worst-case scenario, but it could be. Today banks also rely on the internet, not just your average businesses.
+577 infected. +214 healed. +10 deaths.
134,989 tested. 11,589 active. 19,633 healed. 565 deaths.
Artsakh has extended the emergency for another month. They recorded 1 infection among the quarantined group.
Man goes missing
30yo resident of Nerqin Khndzoresk has gone missing since last week. Nobody knows what happened after he left to visit a nearby settlement to herd his animals.
Goris mayor says it's possible he might have crossed the border. Rescuers are still searching. "He's a decent guy without problems."
Border village to have post office
Barekamavan, Tavush will have a new modern HayPost facility. The construction began.
Merged settlements get investments and aid
To make governing more efficient, multiple small settlements merge into bigger municipalities with a unified govt, taxation, utility services. Govt gives more aid to these settlements. Akhtala is one such example.
$415,000 (200mln) is being spent to improve the municipality. Renovating transport system, agricultural aid, 150 new garbage bins, a garbage truck, grain collector, etc.
Armenia responds to Hagia Sophia conversion
Justinian built the Hagia Sophia in the 6th century. After the fall of Constantinople, it became a mosque in the 15th century. Then in 1935 Ataturk turned it into a museum and allowed the Christian mosaics to be visible again.
President Erdogan sued Ataturk and won the lawsuit last week. The church will convert into Mosque beginning July 24th.
Armenian MFA condemned the conversion saying UNESCO-protected Sophia has had religious and political significance throughout history. Its earlier conversion into museum was a way to prevent conflicts and unify people.
UNESCO condemned the decision to alter the protected building, and so did the Pope, and Geneva-based World Council of Churches with 350 member churches representing 500mln Christians.
Aram A Catholicos of Catholicos of Kilikia also condemned the move that "violates the values and international agreements". He also criticized the Western leaders for ignoring the conversion of many Armenian churches into horse stalls and mosques.

U.S. de-mining aid to Artsakh
The mine-removal aid was stopped last year "because it achieved its goal of preventing deaths", said the U.S. earlier. Armenian lobby and U.S. lawmakers want it to continue because the lands aren't safe yet.
Today a House panel approved a report that has a language that indirectly calls for the resumption of de-mining aid through USAID. 105 Representatives and Senators called for the aid to resume. Last year a similar bipartisan effort was made.
alternativ.am media outlet "fabricated a story to drive traffic"
The site claimed the former police chief Arman Sargsyan (Pashinyan appointee) stole $62,000 by claiming the funds were for officers' salaries, and gave away 51 souvenir weapons to officers some of whom didn't have the right to receive one.
The investigation concluded that only 7 workers received souvenirs, "all legally", and no evidence of embezzlement was found.
When confronted about the sources and asked to provide more into, the investigators say the outlet admitted publishing the story to drive traffic to their website.
alternativ.am is one of the former regime's many media outlets, not to be confused with the properly spelled alternative.am.

Edward Aghajanyan is suing 168.am for alleged defamation. The defense will provide details "soon".
