Robert Menendez

Robert "Bob" Menendez (born January 1, 1954) is a Democratic Senator from New Jersey.
He twice placed a hold on Bush's appointment of Richard Hoagland as US Ambassador to Armenia, eventually leading Bush to send a temporary alternative ambassador, and finally making a new appointment (has not happened yet, but will happen soon according to Harut Sassounian's sources).
