Response from around the world continues
ex-European Parliament MP Frank Engel: Azerbaijan brainwashed their children with Armenophobia for decades and called for war. Sooner or later Aliyev will become a victim of his rhetoric.
Azeri public asks, "if the reason for our poverty is Karabakh conflict, then why hasn't it been solved yet". That's why they want bigger wars, but Aliyev doesn't what that because that would end his regime.
Aliyev doesn't want to risk and have as many deaths as in 2016. The public was angry that so many had died for nothing.
Since the international community doesn't directly condemn AZ, Aliyev continues to sacrifice his civilians to then blame it on "Armenian aggression". https://armenpress.am/arm/news/1022978.html

Armenian civilians under attack in Russia and Ukraine
Context: Azerbaijan failed to capture Armenian territories and lost at least one of its positions in Tavush. This resulted in anger and violent rhetoric by Azeri president Aliyev.
Last night a group of Azeri civilians attacked Armenians in Moscow. An Armenian man was attacked after being dragged out of his car with Armenian license plates. The police later arrested the suspects.
LHK leader Edmon called it unacceptable and urged Armenians to avoid responding to provocations. https://factor.am/271622.html
AM embassy in RU: AZ is trying to move the Tavush conflict into the Russian territory. It began with the discrimination of AM farmers in AZ-owned markets.
Last night's attacks have signs of premeditation. They want to set a precedence of ethnic conflicts in Russia. We expect swift action by RU authorities. https://factor.am/271628.html
Armenian MFA: evidence shows that last night's attacks in Moscow were coordinated by AZ govt. Various attacks happened in multiple countries against people and properties. Racist policies were implemented to block Armenian farmers.
AZ officials were involved with some of these actions. This is proof that AZ govt is coordinating it. We urge AM civilians to be vigilant and avoid conflicts. https://factor.am/271641.html
AM Human Rights Ombudsman: the attack was on ethnic grounds. This is proven by videos. International organizations should be made aware. I sent them letters. https://factor.am/271644.html
AM community in RU: 50 Azeris were arrested. They mistook 1 Azeri for Armenian and beat him up, too. They'll be charged with hooliganism and inciting ethnic conflict. Ilham Aliyev and ambassador ByulByulOglu want to turn Moscow into another Sumgayit. https://factor.am/271647.html
AM embassy in RU: the attackers planned it ahead of time. Armed groups in south-eastern Moscow chased Armenian vehicles to attack passengers. No deaths, but a few were hospitalized.
Moscow police received a call at 22:29. Witnesses reported gunshots. The police arrested 6 Azeris and 7 Armenians who were fighting. 25 people were arrested elsewhere after hooliganism and a restaurant robbery. https://factor.am/271699.html
The attacks resumed on July 24th. A group of Azeri hooligans got out of 10 vehicles and began attacking the "Armenian House" store in Moscow. The owner sustained injuries: https://www.facebook.com/watch/?v=2637641873156042 ,https://factor.am/271731.html
The conflict apparently angered some Russians. A Russian man was seen punching an Azeri salesman for placing a sign that banned Armenian customers. He was forced to remove it.
The arrest of several hooligans was filmed on video: https://www.facebook.com/watch/?v=1273216496351033
250 Armenian Moscovites gathered in front of the church to pray and shout "Armenia". https://youtu.be/nruWptJzQMY
RU Human Rights Ombudsman said she's concerned and will help to reduce the tension between AZ and AM in RU. The Russian church leader began praying. https://armenpress.am/arm/news/1022995.html , https://www.armtimes.com/hy/article/193440

Water reservoir cooperation is seen as a way to mediate peace
International bodies are urging AM and AZ to work together to fix 3 water pumps on a bordering reservoir in Tavush called Joghaz. It used to serve 30 villages during USSR, but now mostly to soldiers and a few houses.
Ahmed from Azeri Agdam village: If someone starts bringing water from the other side, the message will be clear: we are not going to fight you anymore.
U.S. House approves the Artsakh de-mining aid
If approved by Senate and signed by Trump, Rep. Jackie Speier's bill will provide $1.4M to HALO Trust humanitarian organization to remove landmines in Artsakh. Azerbaijan's bill to ban this humanitarian aid has failed.
A political analyst says the chances of a final approval are high. ANCA is working with Senate. No other foreign aid amendment had as many co-sponsors as this one.
Caviar diplomacy / About the pro-Azeri bill in House
U.S. House had a bill targeted towards Russia's military actions against neighbors. It's about internally displaced refugees in Ukraine, Moldova, and Georgia.
The report says Azeri govt paid $120,000 to have Azerbaijan included on the list.
It doesn't name Armenia as a target, but it draws parallels between the conflicts in Azerbaijan and Ukraine, which Armenia argues are different in nature. Armenian lobby is working with Senate to amend it.
COVID stats / A glimmer of hope / Pashinyan's briefing
+1,935 tested (153,814). +451 infected (36,613). +490 healed. +5 deaths.
Pashinyan: the active cases are below 10,000 for the first time since mid-June. Data shows we're not only defeating COVID but we'll have better protection against Autumn's 2nd wave.
The situation is improving thanks to wearing masks. This should encourage us to follow these safety measures.
Let's not give in to anti-mask rumors. Let's tolerate the inconveniences for a bit longer so we can exit out of this completely.
Interactive COVID map to see if your neighborhood is affected
The map below allows you to see with a 100m precision if someone was infected in a specific area. Healthcare Ministry earlier said that backyard social events between neighbors were the #1 transmission cause. The tool can help people to weigh the risks.
The map shows the age, gender, date of infection, and approximate location.
Yerevan official arrested / Land embezzlement
The SIS report says: in 2015, the Yerevan municipality official tasked with land auctions decided to collude with ex-HHK MP and Soccer Federation chief Nemets Rubo to steal lands.
Documents were forged and expensive lands were "auctioned" to Nemets Rubo for below-market values, causing $1.3M in damages.
Here is another report detailing Rubo's alleged crimes.
A policeman is charged with 18 felony counts
He's accused of taking bribes from 8 people to help them pass the exam for driver's license and to ignore their errors during the behind-the-wheel test.
Investigations around BHK
BHK MP Sergey Bagratyan quit the party yesterday. Today he was questioned as a witness as part of an unknown felony investigation.
(Possibly related: his ex-boss BHK leader Gagik Tsarukyan is going through election bribery and money laundering charges.)
BHK leader Tsarukyan's son was questioned as a witness again as part of a murder investigation that began 1.5 years ago. 7 were wounded and 2 were killed during a restaurant fight. 7 suspects are charged.
update: the beer keg explosion in Russia
In 2019 a beer keg exploded in Russia, killing Armenian ex-police chief and his nephew. Russian authorities charged a local gas company plumber. The court found him guilty of illegally installing things and ignoring safety tests. He's on probation.
they'll give the suicidal man an apartment
On March/9/2020, Pashinyan's car was traveling on Kievyan bridge when he noticed a man who was trying to commit suicide. He convinced him to stop and took him to a hospital. The ex-orphan man was upset that he didn't receive housing like others.
He wasn't supposed to get one for legal reasons, but the Labor Ministry offered him a 10-year housing. He rejected it. He made 5 suicide attempts.
The govt is discussing to make an exception and donate him and a few others a permanent housing.
Legendary painter Hovhannes Ayvazovski
It's his 203rd birthday on July 29th. It's unclear how he managed to live that long (probably the close proximity to a sea and GMO-free seafood).
Anyhow, his family organized an online event with the help of the Armenian National Museum and Theodosia Museum to present his art. There will be a biography presentation, too.
Dedicated to him: https://youtu.be/3fuJD83Kn7o
Where does the money go?
A 2018 statistic about how the average Armenian household spends its money, per member per month: $95/mo. 40% on food, 36% on services including utilities, 19% on non-food purchases, 4% cigarettes, 1% alcohol.
Food prices +2% YoY in June. Alcohol/tobacco +11%. Services +1.3%. Non-food items -0.2%.
Constitutional amendments / Public debates begin
The ruling and opposition parties agree that parts of the Constitution need to change to strengthen institutes and Parliamentary opposition parties. The public referendum is expected in 2021. Civil society groups began discussing the amendments.
Chief of Helsinki Citizen's Assembly in Armenia: the current Constitution isn't designed to protect democracy and sovereignty. It allows a group to hijack the country. The hijacking began in 2015 and was stopped by the public in 2018 with a revolution.
We need a Constitution that will guarantee that a change of power can happen without revolutions.
A suggestion was made to allow lower courts to rule a specific law as unconstitutional - a power that is currently granted only to a higher court.
Another suggestion is to allow people to directly elect the president. President is currently elected by Parliament.
Gagharquniq govt says the number of families receiving poverty aid reduced by 291 (8625) after an effort to identity recipient families that weren't poor.
agricultural export change for H1 YoY
Veggies +14%, tomato +34%, mushrooms/eggplants/spinach +32%, cucumber -33%.
Fish -13%, fruits/nuts -16%, apples/pears -71%, berries +88%.

(Most foods went to Russia, while animals to Iraq.)
More babies were born in Artsakh this year
H1 YoY: 960 vs 925. Seven were born through artificial insemination.
Armenian techies created an online tool...
...to help with remote education. The platform is called uteach.io and allows you to have a page where you upload tutorials to earn money. (Armenian version of Udemy?)
It's supposed to replace Skype and Zoom. Some schools began experimenting with it.

Ugly billboards are being removed from Yerevan Center
Last year several huge billboards were removed from historical buildings in Yerevan. Now it's the little guys' turn.
"We encourage businesses to consult the city before making such modifications, to avoid penalties," said Yerevan.
Yerevan gives away 64 new apartments...
... to families who were living in damaged buildings that need to be demolished.
